I suppose in the Summer it's ok to walk around with just your boxers on at Virginia Beach, but not with your pants half on/off. Next there'll be an anti bulge law, with trunks having to incorporate a lampshade type frame to ensure decency ---- only trouble is the black guys would have bigger shades and put the rest of us in the shade.
