What sort of scam?

From The Telegraph (some months back).
" When men responded to an advert for a chatline on the back of a glossy adult magazine, they expected their needs to be met, as promised, by a Filipina girl.
But suspicions were raised when, during ?1-a-minute telephone conversations, the women began letting slip phrases such as "ey up" and "me duck", which were distinctly more Mansfield than Manila.
When trading standards officers investigated, they found not an assembly of exotic Filipinas but 40 women from Nottingham holed up in the rather mundane surroundings of a business centre office.
Andrew Vanderahe, 41, who ran the business, Jabba Communications, was fined ?650 by Nottingham magistrates.
Vanderahe, who now lives in a bedsit in Cambridge and works as a taxi driver, was also ordered to pay ?1,000 costs after admitting a breach of the Trades Description Act."

Seems a rather curious application of the the Act.
