As far as i know China has been doing this for years.
This is a major argument over the ownership for the Internet Root servers which are under US Control, as in if the US decided to they can shut a HUGE percentage of the internet down and make sites unlocatabled and disrupt i for many many months until someone else steps in and takes month to build it back up.
There is a fear that with the US's laws on porn that something may happen to the WHOLEbet blah blah blah de blah.
This sounds very much like cDc proxy program called Peekabooty that claims to break thru any possible filters and anything to create totallty anonymous untracable browsing which means they could go thru the china wall, for those who dont keep up cDc is Cult of the Dead Cow and they Wrote BackOrifice which is a trojan and one of the most prolific.

Steganopgraphy is the art of hiding data inside other files, mainly inside pictures because lots o colours and data in images in useless, you can overwrite the data with hidden data which is usually encrypted
The image looks fine and dandy and if done well there is no damage of effects visible to the image, but using the same decoder you can pull hidden messages out of the images
