I'm just looking at the BBFC sidebar, where I see 'Black 4 Black X -No Honkies Here Please!!' has been passed R18.
Would the BBFC pass a title with 'No Darkies Allowed' (or stronger) in it? I very much doubt it.
Seems like another symptom of the 'Only white people can be racist' PC mentality to me, I'm afraid to say....

this work has been classified 'R18' for video/DVD release.
The BBFC’s classification decisions, and its ‘Consumer Advice’,
are made in
line with published guidelines and the available research evidence. The
classification guidelines are a product of both experience and an

public consultation process which is repeated regularly. Over eleven
thousand people contributed to the most recent revision of the
guidelines.
These guidelines are available on our main website

As a result of these consultation exercises, the BBFC has been made

that at the adult category (of which 'R18' is specifically dedicated to

with an American-African emphasis, and the use of 'honkies' was judged
not
to be racially offensive within this context. Other examples of 'R18'
titles which might be controversial in any other context than 'R18'
include
BRITISH ETHNIC HONEYZ, WHITE BOY STOMP 13, PUSSY GALORE and ETHNIC GANG

The "Only White People Can Be Racist PC Mentality" seems to be a figment of your imagination. I've never met anyone, black, white or purple, who believes that only white people can be racist. It's only the Daily Mail crowd that invents this kind of nonsense.
As far as offensive words are concerned: if enough people consider "honkie" to be offensive, they should complain and prevent the word being used. As a honkie myself, I don't find this word offensive, because it's a 1970s black American word so it's only used tongue-in-cheek nowadays.
However if you feel offended, you should complain. Do you feel offended, or are you just in the mood for whinging?
