I think they would have to show there face for a passport,driving license im not sure they need a photo(not in the UK anyway).
A passport and a driving license are privileges giving to the people by the government. I don't think its to much to ask for someone to show there face for 1 picture, even if it is there religon.
Can you imagine the farce if this was allowed, It would mean we could all turn up at the airport dressed as ninja's, saying its my religon.

I don't have a problem with religous beliefs-clothes but if you want to come to a country that preaches Racial Equality, then i think you have to play the game.
