Good, but not classic like the earlier episodes, but better than the one-off Hong Kong episode which was poor and not included on subsequent DVD box series releases.
Once upon a time, Cracker left you breathless, last nights much promoted episode seemed to fill a void for a night infront of the TV.
The absence of other great characters in previous episodes made a huge difference.

I thought it was shit, with a puerile obsession about the evil Yanks that I feel owes more to the prejudices of its lefty scouse writer than the real emotions of a veteran with PTSD. Now if the vet had offed the Yank because his stand-up routine was crap I could have sympathised, it was absolutely awful, but instead the premise was that he hated Yanks because they had funded the IRA, which was true of some Yanks in Boston and New York, maybe a fraction of one per cent of the US population. Extrapolating from that, the vet decided to kill every Yank he met. Absolute garbage from beginning to end.

Not classic, certainly, but McGovern's stuff is always worth watching. And JM is not the first to note how small scale, almost incidental, the Irish terror situation has become post 9/11.

Contrived is the right word. You got the impression McGovern was so immersed in making the narrative politically relevant he forgot to make it in any way plausible structure-wise. It was one convenient coincidence after another, and the politics had all the subtlety and nuance of a Bernard Manning joke as well.
