Thing is Jack, believe it or not but the Armed Forces aren't all about killing.
Take the army for example. I don't know the exact figures but for something like every one frontline combat soldier, there's about 10 support troops whose job ***isn't*** specifically to go into combat and shoot people or blow shit up. These include drivers, engineers, cooks, technicians, medics, communications specialists etc. etc.
In the RAF it's an even higher number of support / ground personnel to every frontline combat aircrew member.
Yes, AFAIK in the Army they all do the same basic training initially for X amount of weeks and learn how to handle weapons, but after that they specialise in a trade, and in many cases actually learn a (non-violent) skill that can stand them in good stead after they return to civilian life.
The other thing the Armed Forces teach youngsters is discipline and respect. Obviously there's always going to be the occasional bad apple, but most of them probably respond positively and actually learn how to work as part of a team, learn respect for others and - most importantly - learn that the World doesn't revolve around their own sad & sorry selves and that they can't just do what the fuck they like, whenever they like.
I live in Germany where they still have National Service, and I've seen many a bolshie, sullen 18 year-old get called up for their stint, and emerge 12 or 18 months later as affable, pleasant young adults. AFAIK most European countries apart from the UK still have some form of National Service, yet aren't plagued with anything like the problems of anti-social young people that bedevil the UK.
Now I'm not saying that this is entirely thanks to National Service, but it does make you wonder. The anecdotal evidence certainly supports it.

I believe germany has a systme of apprenticeships which you can do rahter than military service (but i could be wrong!)

I didn't say The Army per se.
What I suggested was to set up some disciplinarian regime, where disaffected youths can focus on positives and learn something that will stand them in good stead for the long term - be they black, white or yellow.
To force people to learn civil obedience and to pick up a trade or two at the same time can't be a bad thing, surely?
I'd be inclined to make a year to eighteen months in such a program a compulsory exercise for all lads aged 18 or above, and I don't think these would be draconian measures in the slightest.
Unfortunately, the lefty, pc do-gooders running this country down would never allow such a thing...

The problem is that we now have a section of society that knows all its rights (me get giro, me get council house, you cant touch me) but assumes no responsibilities for anything they do.

prehaps a start is to have a system based on what you can do for the state rather than it does for you? to be considered for council housing you have to have a work history, welfare benefits you recieve for a while depending how long youve worked for (and at a decent level) after then you have to do community work until get into employment.

The truth hurts. Most petty crime and robbery is caried out by drug addicts. Take away Heroin and the petty crime levels drop.
