Are there any programs around that 'clean-up' Hi-8 tapes, that would help improve the picture quality?

What editing software are you using? There is bound to be a filter to reduce noise.

However if there isn't there is a terrific one for VirtualDub

Pinnacle 9 and Pinnacle Studio.

Studio 9 has a noise reduction filter.
