That's no excuse. If the Brits didn't have the right gear to communicate directly then all the more reason the pilots shouldn't have fired, as they were just relying on visual id in a dusty landscape, at altitude.
If they were being fired on -or soldiers on the ground were being fired on- then shoot first and ask questions later if the circumstances require it, but if no ones being fired upon, and you cannot get a positive id, then don't fire.

It seems that not only did our government know of the existence of the video all along, but took part in the inquiry that cleared the pilots. Plus ca change.
