From April 4th the Welsh will NOT have to pay for their prescriptions..... in England they will rise by 20p.....

Thats what devolved assemblies within the UK are about. Countries with a federal system like US and Germany have large amounts of regional discretion. Like student loans and other things here, it is considered a local matter. Of course the money will have to be found somewhere else.
