Camera choice for Amateur Filmakers

I know almost nothing about cameras,my small contribution is taped by a (cheap) local pro,hence why I really don't need to know.
Well a friend wants to make a bit of amateur here in Ukraine,and perhaps sell it,if it's good enough.He's not rich,actually a University teacher (salary $140 month).
What cheap options has he got for a new vid camera? He's no pro,and doesn't need more than the bare minimum for making some amateur promos.Starter tips will all be passed on,it's a good cause..well pron always is:)

Buy a mini DV Camcorder with steadyshot especially a Sony. MAke sure that it has digital out for editing.
