I think stainless only has to contain a certain amount of chromium and nickel to be classed as 'Stainless steel' - BUT those minimum quantities dont stop it from rusting.

Good quality stainless contains just a bit more of these metals which keep it nice-n-shiny. The reason they produce it with minimal nickel and chrome is not so much to save money on these alloys, but to make the metal easier to 'work' - 316 grade stainless ( marine grade used on sea going things ) is pretty hard to machine.

Your cutlery has something in common with so many products now...they're fucking worthless shit. As Neil Young once sang - "They chopped the forrest down to make a piece of shit".

all stainless steel corrodes (as does any metal), as Deano says it depends on the quality as to how quickly. It also depends on the type of water - high levels of chloride will corrode stainless really quickly

if you want stuff to last a long time get em made out of titanium!

Britain, Japan and Germany make the best steel. Most other stuff is pretty crap. I still try to buy British or at least Euro stuff but apart from cars, some better electronic goods or decent leather shoes it seems everything is made in fucking China these days.
