The fundamental problem is that there is not the political or cultural will to change the law to protect the innocent from vermin like this.
All the main political parties are basically in agreement that inertia and intransigence are their only "policies" when attempting to take on the violent criminal fraternity.

Well I've got plenty of will. Just put me in charge and I'll turn the tables on the scumbags and wasters of our society. Never mind stopping their benefits, I'll also see to it that they get the kickings they so clearly deserve.

Its one of the great mysterys of politics to me. Under most circumstances, politicians will do anything to win votes but making any serious attempt to deter violent crime is the odd man out here. The conspiracy theorists would say that fear of crime creates an excuse for governments to easily pass legislation that cuts down citizen's rights etc. I think they're too influnced by the hand-wringing wimps who want everyone to like them - even arsehole thugs.

How many times have those who work for example, Nu-Labour, or the PC riddled social services, or legal profession, or the Guardian, have found themselves in mortal danger from vermin like this? (see link in my first post)
