It is the man who was alleged to have kidnapped her, the man in whose house she was found.

It is now alleged that they concocted this charade after watching a kidnapping for money plot on an episode of 'Shameless'.

A flawed bodged kidnapping on Shameless too, how inspired!
Hardly a brain cell between 'em, and even fooling the woodentops in West Yorkshire Police takes a modicum of intelligence...

It appears as if:

1. The mother was witnessed/recorded telling someone she knew where the girl was all the time.

2. An application was made to the McCann fund for finance whilst the girl was 'missing'.
