Trouble is, FE, there aren't many apprenticeships these days. You need 5 GCSE's to post letters, or empty bins. With less and less employers recruiting gcse-less school leavers, making the gcse's harder just means more unemployable people.
Bring the old apprenticeships back and then we can talk about making gcse's harder.

Another of 'Maggie's finest achievements were to stop the subsidies to companies to take on and train apprentices, which is bad economics to put it lightly.
