Who thinks the Police strategy and tactics and the outcome of the event would have been very different had the Police known of the guy's background ?

No I think anyone brandishing and discharging a firearm these days, be it Toff or Chav, will be gunned down.

Anyway as a barrister, he probably had a cunning plan to cash in on a huge life assurance payout by instigating suicide by means of "Death by cop", which enables your beneficiary to still claim the payout, whereas no payout is due in the event of suicide.

Just carrying a table leg can get you shot by the police.

de Menezes wasn't carrying a table leg as I remember. To be fair to them they were acting on some very flawed 'intelligence' which at the time seemed to divide the world into three camps - 'us', 'benign Johnny Foreigner' and 'hostile Johnny Foreigner'. De Menezes tragically found himself incorrectly assigned.
