I think its the person doing the smoking and not the act of smoking.
I was delighted by the smoking ban however I completely agree with the concerns about prohibition.
The problem is that the people being targeted now (underage smokers) are as usual causing problems and rather than deal with them (as they should with underage drinking) the brains think the solution is to deal / target everyone.
Unfortunately while the intentions of this are a good idea it won't work simply because the law breakers will continue to brake the law and will as usual be proffered excuses for braking the law.
The biggest problem will be those effected won't see the cause for this being brought in but will rebel, add to crime and blame the legislation.

Don't think the measures would have any effect - but I'm all for making smoking a more marginal and anti-social habit. I don't care if people kill themselves smoking, I just don't want them doing it near me, outside pubs/restaurants/work places. Limit smoking to designated smoking areas which need to be at least 20 metres from theentrance/exit of a building - and if that means nowhere to smoke, tough.
