The trouble is dynatech that if you look at the strategies its not just about legislation.

Far from papering over the cracks they (should) deal with the issues with the legislation (law) being the optioned used if nothing else has.

That doesn't mean giving naughty little Johnny countless options its about improving environments that are supposedly making Johnny naughty and having options in place should he continue to be naughty.

Those options not only being known to Johnny but also known to the community he is causing trouble in.
