Technically it needs to be a nation to qualify, so Palestine doesn't - but it would were it a recognised country, and it has all the attributes.

The US State Dept. defines a Terrorist Nation (aka State Sponsors of Terrorism) as "Countries determined by the Secretary of State to have repeatedly provided support for acts of international terrorism" - currently on the list are:

Cuba - from March 1, 1982
Iran - from January 19, 1984
North Korea - from January 20, 1988
Sudan - from August 12, 1993
Syria - from December 29, 1979

What a load of bollocks. Maybe they ought to review their terminology, because as far as I'm concerned, a 'terrorist nation' is a nation of terrorists, not a government who may fund terrorism.

With terminology like that, they could pick any peasant they want who, by accident of birth, was born under the despotic leadership of Kim Jong-il, and deem him/her a terrorist?
