Voters reject congestion charge
What did the buffoons in charge of the referendum think the result would be? Turkeys don't vote for Christmas.

Of course. London didn't get to vote on it. The people of Manchester and Edinburgh did, and said no.
But no doubt they'll do the EU thing, and force people to keep voting until they get the result they want, or introduce it via other methods.

We have need of you again, great king.

Apparently that's what happened in Edinburgh - all previously free parking places magically became residents only, via a large fee - or pay & display for everyone else.
The only other city I know with a CG is Durham, but the area it covers is so small nobody really needs to drive there. But apart from that they put pay & display zones for about a mile radius round the city. It's just a classic example of pure greed by a Labour council, who saw an opportunity to rip everyone off by eliminating all free parking.
