After watching that a couple of times I still can't see why the police car pulled the ambulance over. There's a report here http://www.news9.com/Global/story.asp?S=10427244 --- but how did the ambulance fail to yield when the patrol car just went by him with no problems?

After the stop the ambulance crew were total jobsworths (jumped-up self importance) - as bad as the trooper, they sort of deserved each other.
