Justin, I think the difference now is that the vast majority of Republican's support the peace process and those who are active, or who are considering getting into militant action, are a tiny number. Those in Republican circles who are not, and will not be again, involved in militant action are the vast majority. It is well known that senior Provisonal IRA men, and their entourages, visited the men who ran the Real IRA in their homes in the days following the Omagh bombing and told them to declare an immediate ceasefire or they would all be killed. They agreed. So you now have large chunks of the Republican community in the North 'policing' the community, and keeping the dissidents in line. The threats recently against Martin McGuinness's life by dissident republicans were not ones I took seriously - it was being done to give the threat makers publicity. None of them would go after Martin McGuinness, it would be like going after Ronnie Kray when he ran east London. McGuinness is not a member of the IRA's Army Council anymore (I wont mention the year he left it, but it is much more recently than many people think) but he is very powerful. I dont think the dissidents will ever do anything other than verbally threaten and occassionally there will be a bomb, the majority of which will be defused. I think the fact that the Republican community polices itself, and the vast majority, the most powerful people within it, are not interested in militancy anymore, is a very positive thing and they will see off the smaller bodies who claim to want to do things more militiant.

You hit the nail on the head Max, why just ask Libya ...ask all..the IRA, ANC & any other known terroist group or their country for compensation. Yesterdays Terroists are todays political powers in some countries so it all goes out of the window ?
Col. North supplied factions with arms in Vietnam but did America compensate its soldiers being killed by their own weapons..no! so why should other countries be expected to.
