I would guess they know full well that this will cause trouble. Of all the places to choose, Wootton Bassett would be the last place to choose for such a march given it's association with fallen British soldiers.

The idea is to cause hostile reaction from the locals so that the various Muslim factions are reminded that they have a common enemy and to forget the differences that might be appearing between them. The last thing the organisers would want would be little or no reaction from the locals. If that happened, they'd turn their attention to each other and start disintegrating from within - just like any organisation without a real purpose.
