I guess the basic point is that there has been millions spent on trying to get people using bicycles instead of cars for all sorts of reasons

If you start asking all cyclists who use the road, which obviously could include young children to get insurance, a test, pay road tax etc etc. this would result in the cost of the bicycle being outweighed enormously by the cost of the other stuff.

The result of this would be totally counter-productive to all the work being done to get people using bicycles.

Admittedly some cyclists behave like idiots but it's these idiots who would be least likely to get insurance, a test, pay road tax anyway.

There are laws which cover cyclists going through red lights, cycling on pavements etc etc. What we haven't got, like in a lot of areas, is a policing system that can be arsed to try and implement the law. Kids on motor bikes tear-arsing around parks etc is a problem in lots of places. The police have the power to confiscate the motor bikes. Do they? Hardly ever.

Admittedly the police need the legislative to come up with some imaginative ways of helping them to implement the law but I dont think the whole caboodle of test, road tax, insurance, registration plates presumably, is the way to go to cover an 11year old cycling to school on his bike.

I have to agree with you for the most part. However the reason why insurance is so high is to cover for the stupid, inexperienced and the illegal drivers. Why should bike riders be exempt? When I went to school there was the Cycling Proficiency Test, it wasn?t compulsory but it was something I did like many of my friends. I went from bicycles to motorcycles and then to cars and I?ve picked up skills on the way.
You speak about children, I have no children but if I had I?d make sure they had some idea of riding safely before I let them on the road. It?s getting lighter in the mornings but in the last few months I was amazed at the amount of kids (mostly paper boys/girls) on their bikes with no lights or helmets/reflective gear. I know the pleasures of cycling but for every pleasure there has to be a price.
There are very few road accidents now as the police reckon most incidents could be avoided if proper procedures had been observed.
Accidents will always occur but you have to try to prepare for them and having insurance is one way of doing that.
There are laws covering all types of motoring offences but it seems the car owner is seen as an easier target. I?ve been pulled over for spot checks, I have to pay road tax, I have to get mot?s, I have to pay for fuel (along with all the tax) so I don?t see why a cyclist should get onto the highway with no other cost than the bike itself.

Just because cyclists don't have to have compulsory insurance it doesn't mean they're not liable if they negligently cause a road accident.

Cycles can be insured under a home policy for both damage and any personal liability of family members.

As I explained I don't see the need for a regulatory system used for half ton cars and Chelsea tractors belching out fumes to be put in place for kids and adults riding bicycles that weigh a few pounds and are powered entirely by the cyclists.

There's enough mindless bureacracy in this country without adding to it.

No, I use mindless bureaucracy. There is a difference. I also use other reasons as included in my posts.
