Sam if you don't know, just say so, someone with the relevant medical qualifications doesn't exactly answer the question. What are the relevant qualifications ?. I can put up with answers Like "I don't know", I don't have a problem with that ----- at least it is an honest answer. I've done some fairly heavy duty medical courses over the years but even if I found somebody cut into several large parts, I cannot class them as dead, I have to class them as a "non survivor". Just an example of the bullshit/redtape that now presides in this country. Whatever happened to straight talking or just telling the truth ?

Well, of course I don't know. That's why I said 'relevant medical qualifications'. And because I don't know makes no difference over my opinion that a person's mental health issues (or lack of) should be taken into account when trying, convicting and sentencing someone.

I don't know what I'm talking about (as Sam well knows!), but I can guess that because the state of being mentally disabled is a legal status, then it is probably declared by someone like a magistrate on the advice of a psychiatrist. In the case of a child, it probably requires a psychiatrist specialising in children.
