A bit of a generalisation, if I may say so. I would imagine that the IT workers currently doing the job in Birmingham definitely do want to work. It's a bad time to be made redundant with the potential loss of the roof over your head.
The reason given is purely one of cost which is a no-brainer if cost is the key decision factor which apparently it is with Birmingham City Council as a result of the budget cuts they have to make. It also means that not only are the costs offshored, but the taxes too.
It's a rather sad situation for young kids. Get an IT degree to get on, young man/woman. More than likely it will cost ?9K a year just for the fees. And after all that you have the jobs being either offshored or onshored where a multinational corporation brings in low cost workers from their Asian subsidiary into the UK in order to undercut the British workers in other companies.

I totally agree with you David. What chance do our young people have when this happens.
This also applies to older workers who have been made redundant. What are they told, "get some IT training", and you have a better chance of a job, if only in a call centre.
I sometimes wonder how long it will be before there is civil unrest in this country.

This is true. But in my life working in umpteen different companies, I have seen this happen many times. Workers who are seemingly respected by their managers and respected by the users who they support, end up training people from India to do their job. And the reasons almost invariably seem to be mainly to do with the huge reduction in costs, mainly salary e.g. between Bangalore and Birmingham
Yes, some people are damned lazy and bolshy with it and would be no great loss to any company, but many have been made redundant purely and utterly down to cost as part of a neverending pressure to drive down company costs. It is the same neverending pressure from the Stock Market analysts that results in tax avoidance to get that extra billion of company profits.
