yes and that's as it should be: by and large, there's no need for the body text to contain anything other than regulation, capitalized formatting.

it's the use of caps in a subject header that draws attention to any urgent information contained in a post. using them throughout a message is equivalent to hailing someone across a busy street and then continuing to shout at them after they've walked over to you.

natural exceptions might occur - e.g. if the message is simply a terse statment, or when emphasise is required within a passage... the netiquette rules of the forum pretty much reflect those we take for granted in real life, imo.
