The year doesn't match. The 'fotoromanzo' must be shot in 1991 or before.

SHADES OF PASSION was not the only movie Scotty Fox shot in Europe either as cameraman or director. It has a similar cast as "THE BACKDOOR CLUB" also released by Caballero and shot in Germany. Again I'm not sure it really qualifies as a Euro movie.
Quite a few directors were shooting movies in Europe at that time along with Scotty Fox (Henri Pachard, F.J. Lincoln, Patti Rhodes, Charles De Santos, Jack Remy, John T. Bone). Some of these collaborated with Sascha Alexander, but I don't know whether they would qualify as authentic Euro productions, just because they were shot there.
