The short answer is: the mods decide- but they can sometimes be swayed, by
cogent argument [or, more often, by large envelopes of the folding stuff].

Difficult to ascertain the pedigree for a number of Euro movies.
The rule of thumb in many instances is the distributing company involved, and whether the performers speak English. When you hear English spoken by the foreign performers, most of the time you can assume it was meant for the US market. There are exceptions (like Private movies, and some companies that covet the international market and seek a wider release for their larger scale productions, even tacking on English movie titles).
In my view a lot of the stuff released by Devil Films and their affiliates are basically foreign productions (with all foreign performers), which are then just releasded in the US by those entities.
But we have had these discussions in several topics and the mods basically decide what goes in and out in IAFD and EGAFD. Whereas EBI justs lists titles in either category, as it seems to be the case with BAGAFD.
