About the release year, no I don't think imdb is too reliable in that.
Imdb says this was released in 1997 and the first of the series in 1995 even though a VHS cover I found says the first was released in 1993.
But that at least makes the release year not earlier than 1993.
However, I found an iafd entry of this movie:

There is only one scene in the movie with a sex scene between a male and a female. It's the scene with Clarissa.
While the guy looks like he certainly could be and probably is Tom Byron, I can't see much similarities with Traci Winn, looking at her thread on VEF.
If she is Traci Winn, she is American. If she isn't, it could be she's still American if she really is with Tom Byron there.
I would assume the material has been filmed from early to mid 90's.

Not much to go for Tom Byron from your caps, but in my opinion not TB.
If the scene would be shot early/mid 80's, then a maybe, but the
