Your problem is a common one,in the present market.There seems to be a fundamental disconnect between those who shoot and those who commercialse what has been shot.
Many of the big houses are now on the Internet,which is where the majority of content is viewed,these days.Subscriptions once taken out,are often 'forgotten' by subscribers.Some sites also make it difficult to cancel subscriptions.For example on 2 of my sites 61% of subscribers view the site less than twice per month.However I have just launched another site with a 'pay as you go' payment method,to see how that compares.Paper based stuff seems to have no growth left,even 'though the price of paper and printing has reduced lately.
I tend to commission work from photographers that I know and trust.A couple of specialists are on retainers.However,the majority of the content that I buy is on an 'ad hoc' basis.Prices for this second category seem to have reduced considerably of late.
As far as Europe is concerned,most of my content comes from Eastern Europe.Even with a high Euro(a temporary situation I feel),prices for talent of all sorts,has reduced there in the last 3 months.However,the expectations of UK models seems to have diminished not at all.

Well using Belfast Birty's phrase, I guess I am one who commercialises what has been shot. I represent some of Europe's top photgraphers and content providers.
In my opinion, the adult magazine industry worldwide is still incredibly buoyant. Unfortunately the value is in the catalogue produced not necessarily in the photographer selling his services. I am gaining some amazing commissions for my clients with some of the best known adult magazines in the world but that came about only because a) I had already sold previous work to them and therefore their work was recognised and respected and b) I was able to offer the publications exclusive shoots of incredible new girls that have so far been unpublished and would only shoot for my photographer clients.
The UK does have a lot of talent both in front of and behind the camera, however at times it is far too insular to understand what is required in other markets and territories and how to compete with them. A shoot would cost the same regardless of that understanding or not, but with a little thought and preparation up front, a lot more revenue streams could be gained in world wide territories.
Dave, by saying you are selling yourself and no content, does not put you in a strong position in relation to the others out there doing the work. You say you have a 100 sets which need to be scanned, which would suggest that they are all on film not digital, which again puts you at a disadvantage. I can send digital sets to many different editors for different territorial rights at the same time, sending film contacts is an incredibly slow and laborious process. Also any one is only as good as their last set. You would need to update your site and your available catalogue to put yourself in a more saleable position in my opinion.
