As for the different authorities coordinating the rescue afterwards

Actually its probably more reassuring for governments for it to be terrorism, because it gives them an excuse not to spend money on repair the nation's crumbling infrastructure.

...and it's 'sexier' for them to do all that 'spy stuff' than basic
administration that doesn't feed their already vastly hyperinflated egos.
