andy, cheers for that. I am of the impression that the law is much more on the side of the person being inconvenienced by the noise nowdays where as years ago it seemed to be on the side of the person making it. I'll see how this progresses and if necessary I can pressure his landlord to either evict him or seriously threaten that he will.

You have my complete sympathy Max. There seems to be two types of noisy fuckers - those who simply don't consider others and those who actively set out to annoy in much the same way mindless vandalism is carried out.
I had neighbours a few years ago that would scream and yell at 2:00am until the cops came whereupon they'd be quiet. After the cops left, they'd start back up again. In my case they annoyed so many people in the surrounding houses the landlord actually DID evict them. I think landlords can be the best way to get action in these cases because from their point of view - they worry you could make things difficult for them next time they want to rent the place out to some reasonable people.

Deano, good point. Things were better last night - the nosie was audible but much quieter and late-night it was almost silence. As I type this (at 9.54pm) things are quieter up there tonight too. Looks like me having a moan to the landlord, the guy who owns the place and lets to this tenant, and to the managing agents aswell, on Monday morning, has had an impact. I hope so anyway!

Glad to hear things are better. If there is a relapse, go back to the landlord and also follow up on the other suggestions e.g. environmental health etc.

I was going to offer the same advice davey.
When I was in the Army one of our Sgts had rented his house out whilst he was in Germany and when he came back the bastards basically refused to move saying they had nowhere else to go. As the house was not far away from the garrison a few of us lads paid a visit and explained that if they didn't fuck off then all of their possesions would be trashed and their knee caps smashed "a la IRA"
They handed the keys back a week later.
My brother had squatters next to him several years ago and he spoke to them and explained the ground rules. If they were ever to play loud music, talk loud, wake him up etc then the wrath of his workforce of builders labourers would jump all over em. They never gave him any trouble and fucked off after a couple of weeks.

Actually, in all seriousness, Brighton Environmental Health Department has an extremely good record for getting noisy bastards done in court and the offending music centre's or whatever confiscated. Also, they close down a hell of a lot of shitty dirty restaurants and cafes as well. I hate the town but the Council Services seem to work well for the inhabitants, as it fucking well should.
Report these bastards to your local Environmental Health team and let them monitor the bastard and if they deem it necessary they will do the bastard.
If they don't want to know then resort to the heavy brigade and threaten to break the bastards legs.

Thanks for all the tips. I think this guy upstairs is just an all-round uncaring git. Aswell as the chatting, laughing, stomping around, people coming in and going out at 12.00/1.00am, I am also now getting his washing machine at that late hour too! The early stages of a washing machine programme, if you are right below it in the lounge late at night, is like the Chinese water torture! The drone, which stops/starts at regular intervals, becomes very hypnotic. Luckily in my bedroom I can't hear it so if I want to go to sleep I can!

Unless the heavy brigade kill the bastard and attract the attention of the Gendarmes then these fuckers usually shut the fuck up as they don't want a repeat visit. The first visit is usually to lay down the ground rules and if they transgress then the pain starts at the second visit.
