When I bought a new laptop recently it had IE7 installed. I couldn't even find any Java enabling boxes in Tools/Options/Advanced.
Then I found this on the Sun site and it solved the problem

I had a gut feeling you were using Norton.

Go to a trusted site that uses java.

Turn off your Anti-Virus and Firewall and hit F5 to reload.

If Java now works, turn your Firewall and Anti-Virus back on and hit F5 to reload.

If it worked but now doesn't work, you may need to alter some settings in Norton.

Let me know what happens on here. I'll be back on tomorrow evening.

Well yes dump Norton....but in the event that you don't want to:

1. Open Norton Internet Security or Norton Personal Firewall.
2. Double-click Personal Firewall.
3. Click Custom Level.
4. In the "Customize Security Settings" window, look at both the Java applet and ActiveX boxes. If either or both are set to block, lower the security level.
5. Click OK.
6. Click OK.
7. Try to connect to the Web page again.

These are for Norton 2005 so might be a bit different depending on the version you are using, but you get the gist.
