Councils make 2 mistakes with those notices.
1. They assume all dogs can read.
2. They put them too high up so they are above the eye-level of those dogs who can.

Dogs pissing is a given right but shitting is not
Plenty of juristictions now have fine sin place for dog owners who don't clean up after their dogs
The only trouble as I see it,if we humans do clean up after dogs what would an alien think watching this spectacle...DOGS are in charge on Earth

The dogs of Dresden could soon land their owners in a great big pile of trouble if they are not careful. Politicians want to force the owners of the city's 12,000 dogs to register for compulsory DNA tests, so that any careless deposit on a pavement or in a park can be tested and traced tothe animal responsible - triggering a hefty fine for its registered owner.
"In this way, Dresden will once again be one of the cleanest cities in Germany," said Roland Putzger, the leader of the local council.Many local dog owners have proved unwilling to brandish a plastic bag or "pooper scooper" to clean up after their pets, despite the threat of financial penalties.
"You hardly get out the door and the obstacle course begins," reported the German television news programme, Tagesschau. "The way to the supermarket, the way to work and the way to the bus stop are all smeared with dog dirt."
But the fear that the dog's deed will no longer remain anonymous could be enough to conquer the problem, said Karl Jobig, a Christian Democrat politician in Dresden. Mr Jobig and his colleagues were so fed up with dodging the obstacle course that the matter was raised at an advisory council meeting. To their surprise, the DNA suggestion received a majority vote.
It is now proposed that Dresdeners will have to register their dogs for "genetic fingerprinting" to be collected from blood or saliva. The notion that this might infringe "canine rights" has been dismissed by Saxony's data protection commissioner, Andreas Schurig, who ruled that as dogs were not human they had no rights over their data and could not object to the compulsory tests.
The proposal will be binding if it receives a majority vote at a Dresden city council meeting in May.
If it wasn't dated March 28th I would suspect an April Fool joke.

We should be allowed to tazer any dog / owner found pooping without scooping.
Which one out of the dog and owner you actually shoot should be discretionary.

Talking of chavs - I was once on a bus in the afternoon. A chav and his g/f were sitting about 4 seats back, right at the back of the bus. He kept saying I need a piss now, and she said he could get off at the major bus station coming up and use the toilet there. Things went quiet for a couple of minutes, then the sound of a hosepipe became clear, followed by a river of piss under my feet. At this point I decided to move quite a bit further forward in the bus to sounds of the chav saying to his g/f "If he fuckin' tells the driver I'll have him" - in his eyes having a piss on the bus was ok I suppose.
