This is nothing new - there has always existed the case of the uninsured motorist. If you have the reg of the other car then the police should be able to trace it, assuming they can be bothered - in all likelihood they won't be if he's foreign.

Instead of claiming on your own policy and losing your NCD you can claim from the Motor Insurers Bureau but they also have an excess of ?350.

A bloke run into the back of me late one evening pissed and drugged out of his head causing a lot of damage to my car and his but he then drove off with just one headlight the other but smashed to bits, so i phoned the police on my mobile gave them his registration and told them what direction he was travelling and that he was pissed and only had one headlight, they said they would circulate it to all patrols but i should go to the station and report it with my documents which i did and they said they would let me of any developements, a fortnight later after hearing nothing i went to the police station and they said that they were unable to find or trace the other driver but i would be pleased to hear that no action would be taken against myself, fucking whoope !bobby!

That's bad Cate, sorry to hear that. I don't own a car these days (it's got to the point here in London where it is almost impossible to have a car) but I have heard that you can get cover on your policy that will mean all the damages to your car will be fixed, even if it is the other driver's fault, if the other driver has no insurance. You just pay a bit more. If the Polish guy drove off he is liable to be arrested for not stopping and not exchanging details with you and so on.

The police take hit and run accidents pretty seriously so as long as you give them the details they're obliged to follow the leads (licence plate) through.
