I've been having numerous problems with the drunk who unfortunately lives next to me.
He's done lots of silly things but the best yet was last Thursday morning when he was drunk gardening at 0230.
The guy is a piss head and this wasn't the first time he's been making a racket in the early hours so I called the Police.
Not on 999 obviously but the none emergency number just to get him to stop so I could get some sleep.
Long story short the police visited tonight.
Apparently I am harassing him by looking out of the window to see what the noise is about.
I looked out of my window because someone and it could have been anyone was slamming and crashing about outside and phoned because it's an ongoing problem and was told to do it by a PCSO at a police meeting, when I saw him doing anything again.
Great to know the drunk causing the disturbance has more rights than the bloke who just wanted to get some kip!

PEOPLE think Stephen Hawking is so clever, but when you ask him a question and he is typing in the answer on his little screen, how do we know he isn't just looking up the answer on the Internet?

You have my complete sympathy.
I'm in a different country with the same problems. It is a tribute to the incredible self control of most law abiding people that more of these shits aren't assaulted. Its only our reluctance to behave as badly as them - just for a moment - that allows them to behave that way all the time.

Keep a diary and, if possible take a video with sound, of what goes on.
After a few weeks, ask for a meeting to make a formal complaint to an Inspector or someone of higher rank. At the meeting present your evidence and complain about the attitude of the officers who visited you.
If you still meet obstruction send a formal complaint to the Police Committee.
The problem you have is to do with the fact that it is your word against the neighbour's and Plod can't be bothered to spend time collecting evidence. Plod also rarely uses common sense these days so you have to give them something they understand to work with and they are so keen on cameras today that anything with an image, date and time will help you - though you need to back up the time and date - preferably by showing a newspaper from that day in the shots as EXIF data can be manipulated..
Reminds me of the time in 1990 that some kids egged my house. The first question Plod asked, when I showed them the damaged hall carpet from the eggs that had dripped down the front door when I opened it to what I had assumed was someone banging on the door, was "What did you do to upset them".
Eventually the kids were brought to book having egged over 200 properties in 3 weeks - that's a lot of eggs.
Be-Seen-Here has it wrong. These kids were from well off families, in a well to do town in rural Sussex, the year was 1990 when the Tories were in power and had been for 11 years.
The fact is that there are people of all types who lack decency and self discipline and Plod is far happier sitting around in cars, playing with high tec gizzmos, than doing honest decent policing and ALL politicians are happy to both fund them and let them get on with it.

There's nothing to stop you videoing him as long as YOU are in a public place or on your property when you are filming. Whichever Plod told you it is harasment needs a refresher course in the law.
There is no law of privacy in the UK at present. If what you have been told were the case, every CCTV camera in use on private premises or in public would be useless as they all "harass" miscreants and TV expose documentaries regarding scam builders etc. would also fall foul.

I am trying to find 'privacy law' and the legislation that would deal with him at the mo.
