If you know Tiscali are at fault, why do you continue to pay them money when you can move to a multitude of different ISP's all offering various ADSL products.
A free alternative which is easier than picking up the phone to any kind of support is to simply signup with a free email provider gmail/hotmail/yahoo all come to mind.
The only real person to blame here is yourself as you continue to pay the bills for a shoddy service when you can very easily move to a much better free alternative in less than 2 minutes.
