I haven't got Quicksize myself so I Googled it (don't worry, I cleared up afterwards !laugh!).
Looking at the download page for it I would presume the following to be correct answers to your enquiries.
1. Scaling: This would relate to the size you want the resized photos to be in relation to the original photo size (height x width). So, setting this to 50% would result in a photo half the size of the original.
2. Jpeg Quality: This relates to the amount of "Compression" the photo is subjected to. The more the compression the lower the quality. Setting this to 100 would mean zero or minimum compression so gives the best quality. It's normally accepted to never go below about 60 for compression. However, the higher the quality, the larger the filesize is so it's sometimes a compromise between quality and filesize.

However, as you now want to be able to do something else with your photos might I suggest that you dump Quicksize (ok, it was a freebie) and splash out on Photoshop Elements 8.
Elements 8 is able to resize and watermark photos (singlyand in batches) all in one pass. Plus, once you get into it, it can do all manner of things for your photos.
It ain't that expensive either. It's usually round the ?70.00 mark but Amazon have it on offer for ?48.97 (or for ?98.49 bundled with Premiere Elements 8 which can be used for editing HD video). Take a look here .
