This is a movie I saw in the 90s, so I don't remember it exactly.
It may be part of "teeny exzesse" series. If I'm not mistake it was a collection of shorter clips.
In one of the clips a young woman (blond, short hair) is in a room which looks like a cellar or basement. She does it with two guys. She is put in a pillory
