Re sizing pics.....

Hi Fellow forum users- is there a simple (plain english,no long words) way to down size images ? i have a pic like ( a rarity, as i dont like most my pics) that i wanna put up and get peoples opinion on - but its too large and is giving me a head ache ! Any advice greatfully received !happy! thanks people x
