I think the fundamental problem is that there are simply too many counties (18). Yes they play in two divisions of 9, but there's not much difference with the team that wins the First Division Championship and the team which finishes bottom of Division Two.

I can see 50 over games disappearing to be replaced by the wham-bam-giggle of 20/20.
Test cricket has certainly been squeezed by the over population of the ODI's (which Indian TV companies adore) and the emergence of 20/20 cricket (which some Indian TV companies adore).
