Take a look at this:

There are three topic areas of interest to you: Invasion of Privacy; Harassment; Taking photographs as evidence of anti-social behaviour.

As there are no definitive UK privacy laws the area is open to interpretation but there is a raft of precedent where privately taken pics/videos of anti social behaviour have been used by the authorities.

What Plod was possibly trying to do was, by misleading you with the term harassment, stop a situation becoming inflamed, perhaps because ASBOs and other penalties are laughed at by most miscreants and only make things worse.

Depending on who owns yours and the neighbour's property, how much the situation is causing a deterioration in your amenity and how much cash you want to throw at the problem, there are other remedies than Plod.

The coppers are just bone idle, dealing with your problem would involve them getting off their arse and doing some work. Much better to drive around issuing fixed penalties for non-crimes in order to raise tax and massage the figures.

I once reported a smackhead outside my studio.

Cop: "How do you know he's using drugs?"

Me: "He's inhaling the smoke for a substance he's heating up on a bit of tin foil"

Cop: "But how do you know the substance is drugs?"

They never came.

Councils ARE the relevant authority to deal with noise nuisance.

Before making a further prat of yourself read the relevant Act of Parliament which became law in 1996 and puts the onus on local authorities to deal with noise complaints:

If they fail to act and a breach of the peace has been, or is likely to be, committed either by the continuance of the noise or as a result of the reaction to continued noise, it becomes a police matter.

BTW, you may not want to know this but in 1996 it was a TORY government that passed this Act.

If you understood what randyandy was saying you would have realised that this is an ongoing problem that he tried to refer to his local council and they refused to do anything, contrary to their legal obligations.

The night time gardening is the latest manifestation of anti social behaviour.

The reference to the egging of my house was to illustrate that the problem of the continued ineptitude of the authorities has nothing to do with which party is in power.

As for calling the police and them warning the miscreant, this didn't happen in randyandy's case.

Now try and keep up.

You definitely spend far too much time looking in the mirror as you have no problem identifying a prat and a prick.
