The answer from a technical perspective is no I'm afraid.
The way that subscriptions are managed dictate however that if any of the subscribers flount rules then they are barred. So there's some quite sophisticated tracking that keeps an eye on these things and more.
The proof of the pudding is always the results I think. We have been in this kind of work since 2000 and content appearing back in the UK is almost unheard off.
To be honest, how this is managed - the nitty gritty - is beyond me. I just know it works.

It is possible, but not totally effective.
For people accessing sites via ISPs it's pretty good, but if you work in a multinational their machoines will probably look like US ones, no matter where in the world they are.

You'll find that you can't use the BBC Iplayer outside the UK (I tried a few weeks ago. It was on my laptop but when it saw a non UK ISP - wifi - it wouldn't let me download stuff).

Very possible and with tweaking very effective GEOIP (see your info / owners site ) is one of the top used, an the one I currently use, something like 95% accurate in locking to US market, however because some UK ISPs use offshore servers, so its more like 75% effective in the UK, germany has one of the best systems in place, where by they effectively filter the ENTIRE internet, I have no idea how they do this but they do it. Overall I'd say the ability to block out any traffic outside your country using your server and scripts would be about 80% overall.
Bluebird do it with their site, where by if you have a euro IP you get billed 5 euro, if you have a US IP you hey $5 uk IP ?5, but as you have seen, many of us technical and even not so technical simply use a US proxy and pay $5 per scene, and Bluebird are fine with that, hell I ACTUALLY posted on here and told them that was intention and they was like 'cool, long as ya buying' which despite all you say about BB thats pretty good public relations
However even attempting or suggesting content will not pass from the US to UK markets is pure insanity or ignorance and a little misleading, torrents, mules, fileshares, newsgroups, irc, pirates are just the illegal and most popular side, you also have established business selling to the UK.
The other concern is affiliates and thumb galleries whoch propergate the world.
In short unless your name is

This is more accurate, this zooms down to local exchanges especially on static IPS and cable, on my neighbours cable, IP it zooms down to about 5 minutes up the road on my IP its about 20 minutes away.

We'll change the wording a bit because if you guys are taking the time to write things like this then many more will be thinking similar things (i.e. that we don't know what we are do or worse that we are making things up).
And we don't want that.
The fact remains that we have never had a problem with content appearing in the UK - this is perhaps the acid test. The statements we make are actually accurate.
But I will 'tweak' the claim this week as I agree that the implication is that the distributors are managing this business objective with technology when that is not the case.
